798 National Pipeline Agreement

As the LEI approaches its 20th anniversary, and in recognition of the role that LEI stakeholders have played as administrators of the Institute`s mission and work beginning in spring 2019, LEI has conducted a strategic planning process that would inform the LEIs. It is important to note that the LEI`s strategic planning process is also a timely response to key socio-cultural and political realities that have impacted the LEI`s work. These include Latin American population growth in the city of Worcester and Massachusetts, changes in the political climate at the national, state, and local levels, changes in the direction and programmatic structure of the LEI, and WSU`s strategic planning. Therefore, this strategic planning process has forced LEI to examine these contexts openly and rigorously, taking into account paradigm shifts in their thinking and work, knowing that restructuring and changes in the Institute`s activities are likely. The creation of a university institute dedicated to shedding light on the educational status of Latin American students and taking measures to improve academic performance was one of the main strategies recommended. Through an agreement with Worcester State University in 2000, the Latino Education Institute (LEI) was established with the goal of improving the educational performance of Latino students from kindergarten to middle school. This strategic objective focuses on the programmatic strengths of the LEI. As part of this planning process, LEI has recommitted to creating a K-12 pipeline to post-secondary education, developing an advocacy, research and citizen engagement plan in collaboration with WSU, and creating fee-based technical support services in collaboration with the Graduate Studies Division. LEI has been selected to work on the national GradNation campaign, which aims to mobilize Americans to increase the country`s on-time high school graduation rate to 90% by 2020.

The campaign mobilized organizations to work together to help young people succeed in school and put them on the path to success as adults. LEI used the initiative to highlight the value of culture and language. The Language of Excellence conference was an afternoon of discussion and planning on the importance of appreciating and leveraging our cultural and linguistic resources to develop the next generation of American leaders. As a Grade 7 student, new to the community and originally from Puerto Rico, Christian Santana did not want to participate in le LEI`s ENLACE program. “I didn`t speak English and it was my first year at Worcester.” Eventually, on the recommendation of his math teacher, Christian started attending ENLACE regularly, and he will do so for two years. . LEI was selected by the L.G. Balfour Foundation and the Boston Foundation to lead a national research initiative Pathways to Higher Education. The goal was to develop an understanding of the educational experiences of young Latin American men before and during post-secondary education. The results of the project provided an evidence base for future college access programs. The research led to a publication titled Higher Education: Opportunities and Outcomes for Latino Young Men in Five Massachusetts Communities.
